Adding project flags in Custom Reports

Currently we have a field named "flagged questions" in custom report. But here we are only able to view the content flag and these are not used in projects.

The customers ask is to view the Project flags while creating the Custom report.

Do they need Flag as one of the columns in the report?
Can you share what columns they will add to the report? This will help us understand the need or purpose of the report?
Why do they need to create a report like this?
