No hard cutoff for character or word limit

Hi Team,

This is coming via Optum. They would like it so that character and word limit does not cut off a user from typing in a response, but instead provides a red text that they have exceeded the limit. Currently users are having to open word to type in a new response there before pasting in the tool, which is a major blocker for the team.

@bruce I assume you are referring to the recent escalation from Optum regarding Basic rich text.

Manjula and team are checking how we it can be addressed in such a way that other customers are not impacted.

@Bruce Duffett In the last release on Dec 19, we have added a new toggle option to control the behavior. Hence, marking this S4 as Fixed/Implemented.

As per Optum's ask, We implemented the Character count limit for Full Rich text also.
