Manage user/role level access for creating tags in the Content Library

Client: Optum

There is a Role Permission for allowing specific users the permission to create Project Tags but there is no way to allow a subset of user the ability to manage Content tags. see screenshots below.

Under Content Library - No option to restrict Creating tags at Role/user level unlike Project

She considers this separate from Smriti's prioritized enhancements on the Smartsheet since this is tied to a specific support ticket. Client E2Open would also like this functionality. They want the ability to have either specific users be able to create tags or have an approval process if a new tag has been created by certain users.

Client - Symphony AI has requested the addition of a "Create Tag" permission option, which would allow them to restrict users from creating new tags in the content library. Ticket - 72832

Based on the S4, I understand that only few users should be allowed to create new tags. Does this mean the users who does not have this permission can add existing tags?
Is it fine to provide the permission to role level rather than user level?
