There is a toggle once you are inside a Request, in the Request Details. This is the only location where customers are able to toggle on/off the "Show Responder Name to Scorers" option. This option is automatically toggled off if Scoring is disabled, which means that all vendor names will be anonymyzied. This needs to be a feature option whether there is scoring enabled, or not.
An improvement could be to allow it as a customizable option in the Org Settings -> Request Management -> Type -> toggle on or off based upon the type of request.
