The Issuer wants the ability to remove a vendor after they accept an invitation. If the vendor was sen the wrong invite the Issuer can not remove them if the vendor has accepted the invite. Often the vendor will accept the invite to see the details of an RFP. But if the Vendors takes this action then the Issuer can not remove them.
