Ability to set advance search to as low as "zero" stars

Customers currently have ablity to reduce star rating on the Q&A record to "0", however the advanced fileter does not allow setting below one star. This can yeield not accurate search results.
I recommend we either allow users to filter by 0 stars or prevent them from editing Q&A pair to star rating 0. 

This feature was brought us by customer Voya.
