Remove Answered toggle for Questions with no responses.

Client has added parent questions and sub-question and does not want answers for his parent question, so I suggested that go to edit questions and remove the responses. That worked, but client is asking, if there are no responses for the parent question then why we have answered toggle still below the parent question

@sweetha Makes sense. Having answered and other options are not needed. We will think through on how we can improve the current experience.
