Ability to disable specific emails

Client Fortrea would like the ability to disable specific emails from being sent. Current behavior the Email Preferences does not allow for the degree of granularity that the client requires, as the toggle setting could impact multiple emails. Desired behavior would allow an option to be added to the "Email Templates" area of Org Settings to disable.

If this isn't possible the client would appreciate having the option to choose if an email is sent, similar to the option provided when completing a project or updating a project stage.

@Khalees V the client said that their authors and reviewers are getting too many emails when they reopen sections or unarchive projects. They said that authors and reviewers don't need to be notified every time a section is reopened, so they wanted to disable those emails from being sent.
