It was pointed out by a customer that when trying to assign guest users to questions across sections the guest user option disappears. I suggest making the guest user options available so that customers can assign questions in bulk to guest users across sections without having to send them multiple emails.
Please note: we have suggested the customer use the "queue and notify later" as a workaround, but it is still time consuming to assign those questions section by section for guest users.
