Check for duplicate or similar questions when importing a project

This idea was brought up by Microsoft. They would find it useful with some of their questionnaire work, it might make more sense in the requirements matrix.

Hey Team @sunder @Khalees V this would be for both Requirements Analysis and the Project Module. They are interested in checking for duplicates within the same questionnaire.

The painpoint is that the same question may be asked across multiples sections of a project. In some cases driving at different product lines, in some cases not. They want to be able to check for both consistency, and variance.

Update: FYI, As per latest discussion Microsoft team: Their request is to identify similar questions (either exact match or contextual match) within a project and answer it at one shot.
