Confirmation emails to all Project Team Members

Currently if an Invited Vendor submits an RFP, there is no confirmation email generated. Need to ensure anyone associated to the Project receives a confirmation email that submission occurred with a time/date stamp.

Same goes for Clarifications, currently only the user who asked the question receives an email when the question is answered, but would be more beneficial if the entire Project Team would receive a notification.

This is one of Megan's priorities for successful launch of the RFP360/Inhub integrations. Since this is the first of (hopefully many) partnerships, can we please consider prioritizing this ? cc @Ginno Pacis for visibility

@Vidhosha what is the lift to route the emails to not just the user who raised the clarification but to the entire project team. A fundamental change that really needs to happen, otherwise we will see tickets getting logged and frustrated vendors because our communications are not keeping the entire Project Team in the loop.
