Sub question appearing twice under same parent question does not get configured correctly

Issue Description:

Users have reported that when utilizing the project template to create a project with duplicate questions defined, the project does not get properly configured for the duplicate questions.

Troubleshooting insights:
1. DMR appears twice in the project template, once under sub-question 1 and once under sub-question 2.
2. When the project template is imported as a new project, the DMR is included as sub-question 1 for both entries.
3. The DMR is added under the same parent question, as can be seen: "Please indicate if the following categories are EXCULDED from Rebate guarantees."

Required result:
For the DMR (as an example), created from the Project template, it should appear under the appropriate configuration
