Our admin users have all been trained in the tool but we're unsure how to get the rest of our users trained & engaged.
The first step I recommend is figuring out who those users are/need to be and what part they need to play in the response or content management process. Once you have an understanding of that you can "Bite Size to Right Size" the information you provide during training - meaning that if a user is only ever going to help collaborate in Projects, they only need a quick overview of the Content Library, or alternatively if a user is primarily going to be a Content Owner, they may not need to see the Projects side of the application at all. We also suggest having them bookmark Start Guides from the Help Center and creating your own step by step guides for quick reference later.

I'd love to point out the new University Series focusing on the Content Library & Project Lifecycle. Both series are an hour, but they are broken up into shorter videos, which are super easy to digest. Great idea to have your teams review before setting up a working session to dive into your unique process in more detail.

One thing we did was set all of their logins to go directly to the Content Library if they don't participate in RFPs and just need to search. You can do that in your Org Settings, under Display Preferences for each user. I've also tagged these users as Library Users so I can keep track of them on a bulk level.
You have to keep reminding them it's there. Emails, reminders, etc. They will forget it's there because they don't use it all the time.
We also have the SMEs now directing people to the Content Library to search first. Once they realize the value, they will continue to go to it. Good luck!
