Ability to send Description back to Author on the Answering page

Current behavior is that you can only send a Section Description back to the Author from the main Section Page. This workflow adds extra clicks and times to the Reviewer. Requesting that this workflow be available on the Answer Page

@Nicole We do have option to reassign section with only description in the answering page.
