Use Case: Question level translation

Idea: Sometimes when questionnaires are done in a different language for ex German with a different team in another region, they do require expertise from team members in AMERICAS where questions are assigned to them to complete.

The SME in Americas do not speak that language and only have the ability to translate the responses in a project . They would like the ability to translate the question without having to do more steps or changing the workflow entirely at the import process.

Side Note: Three other clients that have content translation on could also benefit from this functionality.

@steffi At present, we have section level translation within a project that will translate the sections and questions. Users can move those questions that need to be translated to a separate manually created section and then do a section level translation, so the questions within the section will be translated. Please note that this will also translate the section name. This is a workaround and until we add the question level translation in future.
