Option to not notify people when reopening a project (project level)

Hi Team,

This request comes from Panasonic. Currently this is available as a user level permission, but they think it would be valuable on a project by project basis as well, for certain situations, like when they are unarchiving an old project.

@Bruce Duffett Why do they not want the users to be notified? Ideally, when a project becomes active, the team members in the project should be informed, so they are aware that there is another active project. That said, i would like to understand why users should not be notified?
