Current behavior:
We can manually create a question under a section with several answer headers, or we can import a document with multiple answer headers. We only provide the ability to rearrange the multiple answer headers under each question; we do not allow bulk rearranging. For example, selecting the entire section and selecting More -> Edit answer type only allows us to change the data, not the arrangement.
Reordering the answer heading beneath each question:
Rearrange the Response heading after selecting the question and selecting Edit Question.
When we select the entire section and click the Edit answer type option, there is no bulk choice available to re-order.
Expected behavior:
To have bulk reordering of the Answer header possible.

"this manual method to re-order at individual ‘question’ level simply does not help. If the project has over 20 sections and over 260 questions, who would want to spend the time to do this question by question. Simply a waste of time."
