Ability to reassign a user as a guest as a user based permission

Hi Team,

Optum is interested in this enhancement for their users with the Team Member role. They feel that:

• Giving the end user the "update sections" permission gives them too much free reign
• Not feasible for the project owner to reassign once they are all tagged in via comment
• This would cause unnecessary work
• Work is reassigned to a guest user 100 times per big sometimes (larger bids)
