A couple clients brought up that they would like to be able to comment on a Q&A pair without the owner being notified. They have many Q&As in the library that are assigned to an SME but other users in the platform will comment on the Q&A if needed. They would like the ability to either choose to send the comment to the owner (like an enable icon) or only have the owner of the Q&A receive a notification when they are @ mentioned in the comments.
Note: not entirely sure but this could be related to PROD-I-803
