Optional ability to set default Project answer types

Bizzdesign BV uses Excel spreadsheets for many projects. They would like to have an Organization Setting that allows them to set the default answer type to Full Rich Text, even for Excel spreadsheets, in order to have more formatting options for their responses.

+May I also ask, why isn't 'Full Rich Text' the default answer type for Projects in the first place?
