PROD-I-874 Adding tags at section level in projects

Currently we are able to add tags at project level and question level in the section, but clients suggest to have the feature of adding tags at section level, by selecting the section and adding the tags in the section list page.

Hi @Deepan RFPIO! Tags for sections would be great when creating Word responses, especially those without Q&A pairs.
