Allow Users to add Meta Data to Document Uploads

Currently, team members cannot add any metadata including an owner, tags, etc to a document they upload. Kaiser is requesting this as their current process is for users who upload documents to submit a request for an admin to add the required metadata. This is very cumbersome for them and they would like to give users other than admins the ability to add metadata.

@Pablo Ojeda I understand that team members and managers will not be able to add metadata at the time of uploading document, we are currently focusing on the current commitment of Section templates and Catalogs, so we will take this one, once we are done with the current commitment, So don't have a proper time line now.

Hi @VISWA S Client - MFS Investment Management is also looking for this feature where users can have the option to edit metadata at time of uploading document.
