Replace inactive users in archived projects

When a Project Primary Contact (PPC) user is deactivated with transfer of ownership, the PPC name will stay the same in the project list page for archived projects. Transfer of ownership is not applicable to archived projects at the moment.

The inactive PPC name will be deleted automatically when the project is unarchived which is good but it is not replacing it with a new user. Replacements can be done only by editing manually which is hard when we have 100s of archived projects.

Please conduct further research into alternative approaches to address this.
