give the capability to not notify authors upon re-opening sections after review

if I re-open a section then all users in a project get pinged.

I had to do this today bc I set the Review process to Any and so once a reviewer completed their section—it closed. Oops.

Opening the section then emails everyone! All Authors.

Can we get an option to notify no one? 

All Authors don’t need to be notified during a Review phase that the admins re-opened a section. In fact, no one needs to be notified

@Christopher Valid ask. We do have plans to enhance the current review workflow in future and we will see how we can address this problem.
