In the comments tab of questions in the project and content library, the user expects the + icon (New thread) to be placed under the comments as even more user-friendly.
The user states that people miss noticing the new thread icon on the top and have been tagged under different threads. They are so, requesting the team to consider showing the '+' icon below existing comments, rather than at the top of the comments
