Export option in New UI to have the same feature as the Classic UI

If a project does not have any sections or questions but only has a list of Supporting documents, in the classic UI the export can be done and the supporting docs will be exported in a separate folder. But in the NEW UI when there are no sections in a project the export button is disabled and the supporting documents are not exported.
