Comments icon not visible for Team member role.

Current behavior: The user with Team member role is not able to see the comments icon on the section page.

Note: Issue is only with the icon and not the comments added.

Expected behavior: For team member role the icon to be visible under section page.

This seems to affect only the users with other role like Team member role (having access only to limited data).

I can add team member role's permission as screenshot here, the user who has these permission are not able to see the Comment's icon
