The client ask is for there to be a way to submit a section for review without the section automatically closing, and for there to be a way that whoever the final reviewer is to close the section manually.

@Khalees V You're right -- that wasn't very clear...
The client request is for a reviewer to be notified a section is ready to be reviewed without having to actually close the section. The concern is that often times they have multiple authors in a section who are working on separate timelines and need their content reviewed before the others have a chance to finish. Currently, you're only able to send for review once the section is closed, or the author leaves a comment on or flags that particular QA pair.
