PROD-I-1128 While deleting the attachment in the new UI

Raising behalf of Adenza ( Urgent Request):

In the new UI, while deleting the attachment from the QA pair it defaults to "Delete file from this Project" it seems to be dangerous for customer if someone by mistake deletes it. So the customer is requesting to keep the option defaults to "Delete file from this question" as we shown in the classic UI.

@kirithika FYI - We have started working on this. Keep you posted once we have this in Dev1

This is how we are planning to do the implementation

1. Retain the last option selected at the user level.
2. The last option selected will remain until the user changes the option
3. The last option selected will remain the same across projects
