Auto-Respond (use past projects)

Request from Client on their own words:

We want to leverage the Auto Response for standard Vendor Assessments and for that we want the Auto Respond to search through the Past Projects as well as the Library (better if we can actually point to a filter a specific past project). All of this functionality is available in the Recommendations panel, but seemingly not at all available in the Auto Respond.

We would like to use Auto-Respond with content from Past Projects (not only from the Library)?

Standard Vendor Assessments - Is this an excel or word based questionnaire?
How frequent they receive and respond to the Vendor Assessment questionnaire?
Does the questionnaire contain same questions?
Why the questions in past projects are not saved into the Content Library?
