PROD-I-1118 Order Project flags alphabetically

Based on feedback from Hyland #30612

User has more than 10 Project flags. While adding a flag to a question inside the project, it is hard for them to scroll & find the right flag as it appears in random order (or in the order, it is created) (Refer attached screenshot)

It would be helpful if we can sort/order them alphabetically for easy user access.

@khalees Kind of an idea off of this, could we consider an update where you can search by specific flag? For example, you want to search a Project by all of the "Follow Up" Flags. Global Guardian requested this.

@Helene Halliday We do have a filter to search for questions by flag name. Is this what you are looking for?

@khalees No, the option to search by Product Flags, not Content Flags is what the client is requesting.
