PROD-I-1184 Ability to translate a document and export in new language to source document

Currently when exporting a translated project to source file, it will only use application language on the answers and won't change the questions/sections. It does translate all when exporting to a template.

Ask: allow translation of document and exporting to source doc with new language - effectively a document translation feature (could be done in project or content library)

@zachary Exporting responses to a new language other than source or application language will be considered for future.

@Khalees V - Is still still under consideration for the future roadmap? Equinix has this request as well. Here is their similar feedback:

"While using translation, allow the translated file to be downloaded in any file format available and not just word or pdf.

Based on the current system design, Excel and Source File exports retain the original language for questions while translating only the answers. If a fully translated document is needed, we have no other option but to export in Word or PDF.

This is not ideal option as a Bid Manager especially when the BM wants to share the translated file with an SME.

Other option could be that the system inserts additional column with translated questions while retaining the questions in the original language."

@ashaa and @Khalees V Equinix currently only allows bid managers to work in Responsive. Because of this they export the project and let other SMEs review in Teams. Since many of these bids are in Excel they would like the ability to export a completely translated version for the other SMEs to review. Can we take a look at this again and see if it is possible? Thank you
