PROD-I-1196 Privacy Restrictions for Project Documents

Client ServiceLink would like the ability to apply Privacy Restrictions to Project Documents - either by individual user/users on the Project Team or by role. This is useful because not all project documents should/need to be visible to all users on a Project. This would provide more robust features for Project Managers
