PROD-I-1280 Option to select AL tags in save in answer library settings

The client wants a option of adding tags option under Save in Answer library setting. Currently we cannot add AL tags while moving questions from project, it can be only added in answer library.

@karthick We will consider adding tags as part of "Save in Answer Library" if we receive similar feedbacks in future.
