PROD-I-1281 Do not mark questions as answered when using Auto Respond

My client Jaggaer uses auto-respond to do the first pass at an RFP but then has another team review those answers. They would like it if when using auto respond the questions were not automatically marked as answered. It leads to confusion because the team thinks the questions are done.

@Pablo Ojeda We will rethink on how we can improve the current experience of marking the auto-responded questions as answered. Keep you informed when we plan to implement it.
