Proposal Managers need to review a project from top to bottom in its entirety. Even when/if not assigned to review specific sections or specific comments, they will ensure others are on top of their assignments and comments as a quality assurance exercise. Doing so in Word and Excel feels much easier and more fluid than doing so in RFPIO.
For example, even though we can expand all questions, there is a lot of "noise" in RFPIO that distracts. We see all the features and functions of project management and all the extra white space between elements, despite the desire to quickly read through the questions and responses. This tempts the user to then export the project. However, if edits need to be made, now we have an un-ideal scenario. Edits are almost always required at this stage, and now it's simpler for the user to make the edits outside of RFPIO.
Comments do not automatically appear as you scroll through all the Q&A like they do in Word/Excel. This make it difficult to evaluate the Q&A pairs with their associated comments, at a glance. In RFPIO, the user must click on each Q&A pair that has a comment, to see that comment. Or they must work from "Discussions", losing visibility of the project at large.
