PROD-I-1294 New Comments should not alert users @ mentioned on old comments

Currently, in the CCL, if a user is @ mentioned in a comment, and that comment is resolved, they will continue to receive notifications on any new comments on that question. They can click unfollow to be removed, but most users assume they would not need to unfollow if a comment is resolved, so they are confused why they continue to recieve notifications. Evernorth has been asking about this for a while and note it is a high priority item for them. I just noticed another issue in the community mentioning the same as a concern.

@Tara Kolinsky This S4 has been addressed in the last release. Below is the text copy pasted from release notes for your reference.

5.Improved "Follow discussion" Behavior: The behavior of the "follow discussion" toggle has been updated to reduce unnecessary email notifications for users not involved in specific discussions. This enhancement ensures that users only receive email notifications for discussions they are a part of, preventing them from being overwhelmed with irrelevant notifications.

The "follow discussion" toggle now applies only to discussions that the user is not part of. By default, this will be turned off, so users will not receive email notifications for discussions they are not involved in.
Users who are part of any discussion will continue to receive notifications for that discussion. They cannot unfollow these notifications.

Example:

Previously, if there were two separate discussions happening in a project question, one between Adam and Alex and another between David and Frank, Adam and Alex would receive email notifications about the discussion between David and Frank, even though they were not part of it. This occurred because the "follow discussion" toggle was at the question level, not at the individual discussion level.
With the new changes, Adam and Alex will only receive notifications for their own discussion, and David and Frank will only receive notifications for theirs.
If Adam want to receive the notification for other discussions, he has to turn on the "follow discussion" toggle
