PROD-I-1298 Prompt to Fill in Mandatory Metadata (Custom Fields) while Archiving the Project

This request was raised by Infosys. In order to have a better outcome while generating reports, the Project metadata which are marked as Mandatory must have values before going to the Archived State. Hence a prompt or pop up alerting the user who is Archiving to make sure the Metadata's are filled out before archiving the project will help.
