PROD-I-1304 Ability to add multiple questionnaires to one project template

Client Highmark health is seeking the ability to upload multiple questionnaires to create one template. I was hoping there would be the ability to "edit" project templates to allow this functionality.

@Michael McDaniel Editing an existing template to add new file is currently not possible. Workaround is to come through projects. We will let you know when we plan to introduce edit function to the template
