PROD-I-1331 Tag drop down selection using % shortcut to populate all tags is not working in new UI

The client feels the issue is that % using shortcut to populate all tags was the functionality in the Classic UI, but doesn't seem to work in the New UI and they would need the same in the new UI as the current feature adds unnecessary clicks required to apply a tag to a question.

@Vivin Irudayaswamy We will consider bringing back the % option if we receive similar feedbacks from our Customers in future.
