Label Response type to not be factored in submission process

Within the questionnaire on the responder side, if the question is a label response type it should not be taken into consideration for the overall completion of the questionnaire as it might be confusing and lead the responder to believe they missed something they did not or have to take action that they really shouldn’t have to do.

@Justin Flor We will bring an option in the priority 0 to exclude them from Scoring. On the response side they will have to mark it as answered to do the submission.
