Allow Non-Admin Users to Create Catalog Structures

Admin credentials are required to create Catalog Structures. This puts an additional burden on Admins. My customer, Optum has requested that the ability to create and modify Catalog Structures be available to users with access to Proposal Builder 2.0.

Any client who has security settings in place for their users will limit them to not access Org Settings. We should align the creation of Catalog Struture to that of access to Proposal Builder. Admins in these scenarios are IT/Security level folks who have no clue what a Catalog Structure is.

Catalog structure is moved into Content library Org settings. Those who ever have access to content library can able to use Catalog structure.
