Curious if anyone has best practices/suggestions they'd be willing to share about how to engage SMEs in the proposal process?

Great question @Stuart Smith. I see your question is focused on getting the SMEs engaged in the actual proposal process, which can be very challenging. I was a proposal manager for 25 years, and fully understand your struggle. Every team I worked on had a document proposal process that was developed by a PAC (proposal action committee), which included representatives from each response team department. As a committee, we agreed upon the process, deadlines, communication strategies, tools to be used, responsibilities, contingency plans, and what actions were to be taken if response team members did not fulfil their requirements. By having representation from every department involved in the committee, individuals felt like they had a say in the process and understood their responsibilities. This gave everyone a solid process to follow in good times and in bad. We were able to report metrics for those who successfully followed the process (and those who did not). It also highlighted the importance of everyone on the response team and created an opportunity to celebrate those who assisted with each win.
