PROD-I-919 Make Catalogs in the New UI Alphabetical

Currently, catalogs in the new UI are organized by least to most recently added. Clients much prefer alphabetical (as it is displayed in Classic) and have expressed this to Professional Services team.

In the old version, the user will see list of all catalogs for creating proposals.

This has been overcome in the new version, users will see catalogs that are related only to the sections that are part of the proposal. In this way, it would be easy for the user to see the preview of catalogs and add to the proposal.
