Would a customizable, popup textbox that is available to team members at any time/place be useful?

As a project creator, I would love to be able to add a paragraph or two that contains instructions, definitions, or whatever and is available to anybody (authors/reviewers/guests) as a pop-up no matter where you are in the tool. Customers frequently add this type of information in inconvenient places that don't import well. If you try to put that info in a description or label, it creates unnecessary scrolling or adds clutter to the workflow.

So I envision this as a non-intrusive button that is always available and is labeled

"Click here for...." and the project creator adds the appropriate title.
